Overview

Developers must obtain a licence from DECC for offshore storage or unloading activities, and a grant of the appropriate rights from the Crown Estate.

This regime applies to storage and unloading within the offshore area that comprises both the UK territorial sea and the area extending beyond the sea designated as a gas importation and storage zone (GISZ) under section 1(5) of the act.

The Secretary of State for the Department of Energy and Climate Change (DECC) is the licensing authority for offshore storage or unloading activities. In addition to applying for a licence, developers must obtain a grant of the appropriate rights from the Crown Estate.
